1kz-te Strange engine fault - help needed.

Hey guys, i have a 1996 super custom which sometimes (not many) runs real good and some days flat as a pancake. I have had problems in the past with loss of power but a split air filter in the map sensor air tube was the culprit and all was well again for a month or so. However I first noticed my new problem when trying to cross an intersection that when i put my foot down it was like trying to take off in 3rd gear? foot was to the floor but no go!! I also noticed on start up the starter motor sounds like its starting with no load - high pitched like an outboard motor. it takes a lot longer to start now too. Its weird because sometimes when i start it , it runs like a dream other times its just gutless. i took it to my mechanic who suspected timing or a stuck open valve but nothing, he is thinking maybe the ingector pump or electrics, a tps sensor or solonoid? sometimes when its ideling you can put your foot to the floor and it dosnt rev up straight away?

the exhaust manifold was stripped down and a lot of carbon removed.

any ideas.

Glow plugs - cleaned and tested = ok
ignition timing tested = ok
cylinder leak down test = ok
map sensor tested = ok
injection pump timing = ok
exhaust blockage = ok
diagnostics shows no fault.

search 1KZ as another toyspeeder had a similar issue not so long ago

im guessing it was me last time when the turbo sensor vacum filter split. did a search before posting. will look again.
