After runninng it for a few minutes with the fuel pump relay bypassed, I turned it off, pulled the jumper wire out and its run every time since.

maybe the relay is the issue then?

Depends on how the relay is being bypassed, but I'd guess it's more likely the resistor pack, because the relay only switches between the resistor and the full voltage circuit.
