Any government based agency is designed to be unhelpful and useless, so I doubt it.

You're screwed.

The only thing you can do is ring, and NZTA will send out another "change the dam ownership" letter. But if their address is bogus etc [shrug]

It's illegal for you to deregister the car too. Just asked that.

If they havnt completed change of ownership properly, doesnt that mean they cant rego or wof the car until they do? I remember hearing something along those lines a while back.

but he has changed the ownership, he just didn't do it soon enough and occurred fines while it wasn't in his name.

So I guess I just go to his house and yell at him? heh, or ya know, talk to his parents, considering his just a kid.

How can he have changed ownership if the car's still in his name?

If it's still in his name - then he still owns in - hence being responsible for the fines etc

So really - it's on loan at the moment - or, stolen.

No, having a car in your name does not mean you own it.
As it states on some of the paper work you get, change of ownership does not constitute legal ownership of the car.

So legal ownership of the car would be the exchange of money for keys - even though there's no physical paper involved?

I guess if you had to go to court, you would have to prove you paid for it.
I dunno what the "legal" definition of ownership would be to be honest.

Chances are that he doesn't know the fine print either. Take a couple of mates round and tell him that if he doesn't do it then you will be repossesing it/deregistering it/smashing it/whatever since you still 'own' it.

As long as you don't actually follow through there shouldn't be a problem

Interesting that in Russia, change of ownership is very complicated, for example it has to be done via certified lawyer (a govt worker). The paper actually means that you are the owner.
I would like to note that it is illegal to drive a car unless you have an official permission form the owner (again have to employ same lawyer), or the car is on your name. Bureaucracy at highest level.
In NZ it is done on trust. Which is good, with the only flaw, is that you can scam/steal a car with good data mining skills and social engineering.
