Ownership of plates means nothing with some sort of writing to say that you have been transfered ownership. So unless there is something in writing, just because you buy a car with personalised plates, you dont own it. The hard part comes if the orginal registered owner has written and signed multiple letters. But this does seem the case. If you have somethign in writing then you own the plates. hit them up.
This is as far as i have been told over the years of 400k worth of personalised plates purchases, things may have changed since as they usually do though
