Has anyone come across "Bridgestone Playz" before

These are rated 91v or thereabouts (load & speed rating)

What is the "JIS" about, or what does it stand for?

Japanese Industrial Standard

I thought this was the case, so why would the compliance place care about whether it says JIS or not?

Loads of tyres get made in other parts of china and europe, I'm sur ethey wouldnt have JIS stamped on them

JIS would be one of the standards accepted. Not the only standard though. Perhaps they have only given you a couple of bits of information rather than the full story.
