I used to do heavy transport design including towbars up to 3500KG. The size/gruntyness of the bar itself has little to do with the overall strength, the welding and fatigue properties of the tongue to the bar and any associated stiffening is the major part in designing these not to fail. Get that right and the bar should last 10 years+ with constant use. Looking at the pics - it appears to have fatigued. rusty = cracked prior to failure, lucky it happened during a low speed maneuver
