Anyone with access to the car registration database?

I Just need to know if two names appear against a particular license plate between 1970 & 1995, not after any current information or any silly business - I think I may have found my dead dads old car but want to be sure.

1970 is wayyyyyyy before any computer record will exist (the old stuff never got computerised), even 1995 might be marginal

Ended up aa lemon checking it - ownership info went back all the way to 1973 but its not the car i thought it was
