Not sure on the setup on the silly cars...so this may not apply but I had uneven left to right handbrake on ae111. Loosen off the handbrake at the lever, disconnect the cables off the calipers, pump the pedal a handful of times, connect cables back up, adjust lever so it's just tight enough to not be loose when off and see how that goes. Before hand, one wheel would spin and the other was locked solid when handbrake applied. Afterwards both wheels were locked solid with handbrake on, so worked a charm. Credit to Crispy86 for that.
Different problem by the sounds, but could be something else to try.
But if winding the brake off fixed it.... then it could be related. The adjustment at the handbrake itself isn't for adjusting the brakes I don't think, more so for just taking up the slack of the cable. Make sure the cables move freely at the calipers too.

Of note, are the 2 pins which secure the pads in place.
Q: Is the bent pin on the pad with the lever side? If it isn't, that could be an issue as the pin is bent to allow for lever movement.
