Fans on all the time is a backwards step. At speeds above about 50kmh you get more airflow with the fans turned off, as when they are powered they cant spin fast enough to get the air flow through.
yeah, ideally they should be switched off at 50-60kph, and only switched on when back below that speed.

Good to hear positive feedback about the water wetter etc, will definitely be first thing to try.
I never had any luck with water wetter. In fact the logs showed no difference in time to overheat between water wetter and antifreeze.
My solution was to replace the radiator with a thicker core and duct fore and aft of the rad.
