MotorsportNZ representatives have visited the site but it is unlikely the track will meet with FIA-approval although that is the least of Quinn’s objectives.

There are levels of FIA approval, but you need to meet a minimum FIA standard to get *any* track licence.
If you have no track licence you can run NO race meetings there.

Is this to do with the newer FIA standards for tracks?
Or is it just a case of not meeting any?
I would have thought that the plans would have been put past someone in the know before the track was built, but maybe it signals that the original track plans have largely been thrown out the window, and we'll get to see a new layout eventually.

Each race track is licenced individually.
So if they're going to run a race meeting, they must be shooting for a track licence.
