Looks like it IS a boxer buy NOT an ej20 maybe? It looks similar but I am not too sure, they say it is an evolution of the engine used in the 2014 forester, was that an ej20 with a few new bits added or was it an all new boxer engine, I dunno?

It is not EJ20.
It is completely new engine, with offset conrods, chain driven cam gear etc. Similar to what is in 86/BRZ.
Since they solve too-short stroke problem (emissions) with offset conrods they could go back to 2L (from 2.5L).
The offset conrods allow increased stroke without widening the engine, which widths is limited by chassis rail width.

Is this a side effect of welding or is this actually rust on the new muffler?
