Why would it need a cert, its just swapping panels. You need all the panels from the A pillar forward, the bonnet, guards \, valance and scatter panel are all different.
Its pretty straight forward though, you just need to drill a couple of holes for the headlight buckets to bolt through, everything else swaps straight away.

Yah hard bits finding the gear, you can use the cowl, guards, bonnet from sunken headlight or twinheadlight model. best to put all your guards on before drilling holes for the mounting buckets makes it easier to know where the buckets need to go.
i have a cowl and 2 guards and a eggcrate grill to suit the conversion if your interested
