um, the filter dosent "suck air". Your engine (turbo or n/a) will "suck air" through the filter regardless of the position you mount it in..
to a degree, where you mount it is obviously a big factor.
because of high pressure zones and low pressure zones, having a filter in a place where the air has no choice, but to be forced into (eg, behind headlight with cai seutp to run directly into it), obviously it will be forced in.
however, stick it outside your bumper, and the air isnt getting forced in, its getting directed away. yes, it will *suck*, but if you can have the advantage of having air *forced in* at high speed (what is it, same as 0.5-1psi @ 120kph) or something i herad a while ago, but it has that sort of benifit (hey, we all take what we can right?).
you can see the point im trying to make, and getting a filter wet is always a VERY silly idea. only bad things happen then, never ever good.
