try an inpact gun, or a bit of heat on the nut,
vice grips on the insert will stuff the chrome plating,

is it still in the car?
you could take the entire strut out and go to a mechanic that might be nice enough to try for you,

other wise yea oxy acetylene, not to much heat, just on the out side of the nut, dont heat the shaft and be quick when you undo it.

cant think of any other ways, if youve already tried vice grips chances are youve already damaged the chrome so go hard, use good quality vice grips, and very tight.

Normally the top spring hat locks onto the insert shaft. If that is still in place there is normally a hole you can slip a large screwdriver in for more leverage.
