As long as they don't rub, it doesn't matter. I had an old Pulsar with no springs, some stupid smartassed wench cop tried to stick her fingers in the gap between the wheel and guard.. and goes, "I can't even get my fingers in there!"
And then my mate goes, "fat fingers, huh?"

He owes me for that pink sticker!

But seriously, I've had many a conversation with cops and wof people alike, as long as it doesn't rub under any load in the vehicle, you're fine. Although, the maximum they can stick outside the guard is 20mm, otherwise you need to flare them or get flares, but then you need cert for the body mod. I know, cos I've had to get it done!
