Yep gen 3 onwards blocks had the oil squirters (both NA and turbo) whereas the gen 2 NA didnt.
The caldina 3SGTE block also has all of the reinforcing mods to prevent blocks cracking etc, which was (sometimes) problem with earlier ones.
Also sump mounted oil filter, as opposed to being on top of the oil cooler.
Caldina block will also have the allowances for the crank angle sensor, which the gen 2 block wont have. (Although the NA and turbo gen 4 blocks have a different crank angle sensor system, IIRC)
Are you considering using a celica gen 2 block?

Gen 4 blocks are worth the money IMO, if you're going to make a high revving NA motor.
Someone else wanted the head, so you could probably get just the block if you organised something with him.
I recall an AW11 in the targa a few years ago, running a 3sge. They went through a few blocks in their time, kept on cracking. (as they were using the gen 2 motor, IIRC)
