I think most of these "don't get it too cold" theories are based upon tuning systems to suit the new conditions.
Like have sub zero intake charges. Most people say that you just can't cool down the intake charge too much. But there are dyno plots showing the results after tuning everything to match the very cold intake. And it's always good.
If fuel becomes harder to atomise when very cold then there is probably some trick to compensate and optimise everything. Increase rail pressure, different nozzle design. I don't really know.

Dry ice intake cooler might be worth it. But if you got the intake too cold you'd need to retune everything to suit. And you'd need to keep topping up the dry ice...

If u have a decent first intercooler then u dont need a seceond one, in my legacy with FMIC, at WOT 12-13psi i usually have about 7-13 deg hotter than ambient temp at the throttle body.

That's true. But if you had a iced W2A IC after your FMIC you could almost guarantee a colder than ambient intake. And by using two they could probably be marginally undersized to reel the weight back in to something not too heinous...
Just a thought. Would be a pretty limited use idea I suppose.
