I would have thought it would be the other way around, if the handle is on the left then your filler should be on the right (closest to the filler). And if the handle is on the right then your filler should be on the left (closest to the filler).
The problem that I can see with this is that most new toyotas, fords, hondas etc (basically a large majority of cars) have their fillers on the passenger side. Which makes my explanation above correct. And as the image on your dash should always have the pump handle on the same side (the right), then it makes my theory correct. If it is a subaru, or old toyota etc then it will be on the drivers side and thus the explanation that Warren gave is valid.
Basically it depends on how you look at it, but is definatly not going to stop me doing an Ace Ventura or a pop the cap and mirror check. Nowhere near reliable enough. 50/50
