Not at the moment they don't. They have to wait for the LTSA to get its buttocks into gear and put out a notice.
There are alot of people out there that have over 100 demerits, get pulled over by police, police find they have over 100 demerits, but there is no notice in the system, so they can't do anything (sometimes they do try to ring the ltsa to get the notice done then and there, but that doesn't often work.

Transport Safety Minister Harry Duynhoven said police were required to serve a suspension notice on licence holders who were frequently not living where they said they were.
"These people are highly mobile. They don't live in the same place, they're never at home, or when someone comes knocking on the door, the person answering the door says [about the wanted person], 'no, they moved out months ago', knowing the person from officialdom is trouble," he said.
It was then a matter of officers carrying out routine road policing, stopping motorists, and upon detection instantly issuing and enforcing the suspension notice.
The database that the cops use as a reference for drivers tracks their current demerit count. Counts >100, where the driver has (again) offended, get the license immediately suspended by the cop concerned - as I understand it.
