take the boost controller off the actuator line, and put it into the top,

personally id do as i mentioned earlier, take all boost control lines off the wastegate and go for a drive, see if you get more boost,

if you do its your boost control system
if you dont you either have a fcked turbo leaking manifold or boost leak

photos will hopfully be added to mo i have just found out that my 1 stage boost controler is only brown wired to earth and the other wire isnt hookd up to the power...would that b making it not work problery

My friend had boost problems too when both his wires wernt hooked up properly.

so you think it could be becuase thje blue wire on the boost controler isnt wired up to the ignition
