Firstly we reccomend all people interested in lighting modifications read and digest the following from the LTSA website:

Key words for the search engines as well as key areas covered:

- Rule includes Neons and other Cosmetic Lighting
- Replacement bulbs including Xenon / High Intensity Headlights
- Main Beam aka High-Beam, vs "Dipped" lights
- Fog Lamps and Driving Lights - front and rear
- Use of Hazards


Some key points to reiterate:

It is illegal to apply any kind of tint film, tint paint or opaque sticker to any lamp which has a function other than decoration (eg non-cosmetic).

[Re Cosmetic Lights] They must be angled downwards and fitted so that the light source isn’t directly visible from the front or back of the vehicle.

[Re Cosmetic Lights] You must not be able to see the light source from any of the shaded zones:

Sadly, the Land Transport folks decided to pull all the useful data from their website and instead encourage folks to buy it.
However some material is still published, found in new locations.
Much of the above data has been consolidated at the following free-for-access URL:

Most of the above statements remain true, and although it's a bit wordy, it's worth reading the above.
