In most (?) states the only time a car gets an equivalent check to our WOF is if the owner sells the car. Or if the owner gets pulled over by the Police.
So for Police, whats the easiest way to pick up a potenially dangerous car? Pick the modified car with the chance the owner has done some dodgey mods.
Rather scarey when you consider a lot of people don't look over their cars and faults aren't picked up till WOF's here in NZ!

I was out in the hybrid camry from work the other day, I'd only just borrowed it and the lights were set to auto for dark. Went to pick up my brother from a concert about 11pm. Cop asks me why my fog lights are on, I apologized and said I didn't realise, explained its a work car and I just borrow it, lights on auto and his mate comes over and start explaining to me about how to read the owners manual etc.
I'm pretty sure the cop in bad boy bubby portrays the australian police force pretty well.

I have heard similar things, apparently unlike NZ cops which are scared to put a foot wrong and are ussually quite reasonable. many of the aussie cops are on a mad powertrip
think only QLD and SA requires a roadworthy only when the ownership changes hands (ie new owner transfers existing rego or regos it with their own plates). All other states require an inspection annually to get new rego.
Many states are really strict on altering emissions equipment, which is why sometimes even removing a factory air box and putting a pod filter in its place can get you in trouble. In QLD it's fine though, so long as the filter piping is supported.
