Help: Unknown random Camry hesitation - Video

Welcome, long story short:

- Looking after camry for family which is an Aussie built 1994 Camry Wagon 2.2 manual 5S-FE
- Fault has been with car since it was purchased 2+ years ago
- Been to toyota to check for faults, nothing found
- Checked myself by using the paper clip method, nothing found
- Service history is pretty unknown but had oil + filter regular in last few years
- Fault seems to happen when A) Has been raining or washed B) when cold, generally more reliable once its hot. Possibly gets worse with many short trips

Video below is a clip of what it does. Note this can happen while driving and seems random. It will hesitate and rev counter goes mental. Before I go trying to find the source someone may be able to point me in some sort of direction.

Possible thoughts are:

1. Earthing
2. Coils, leads, plugs?
3. ECU
4. Fuel (filter or other?)
5. Gremblins
6. Built in Aussie

Hmm, maybe earthing.. have you tried adding a ground to see if it helps, jumper lead etc? I've known quite a few Hondas to have a similar fault, normally caused by old loose/arcing wiring inside the distributor.

replace the dist. very common and there is not much else common that will affect the tacho.

Check the ecu number, there is one for oz built camry's which has a fault.
If you post the number I will recognize it.
Also the IAC plays up as well. Need to pull the the throttle body apart and clean all the carbon out
