hmm... thats a bit trickier.
yeah without idle speed control hooked up, its a bit more difficult to get a stable idle. generally i just wind mine up to about 900rpms by adjusting the throttle stop.
as for the not starting, check fuel and spark... but it might be 'crank enrich' not set high enough.
