yea, it sounds like the bleeding has not been done correctly and there is an air pocket in there somewhere. Does it feel the same with the car on and off?, possibly something to do with the vaccume valve faulty at a pinch?!
Cant believe im still a member here.

make sure you bleed the brakes in the order, furtherest from the master cylinder up till the closest.

and then, there is the possibility of the sliding bolts that hold the caliper on being siezed, pull them to bits, clean and re assemble with hi temp anti sieze compound, (copper grease)

make sure you know the seutp of your master cylinder, if its diag, (FR and RL) make sure you do RR, FL, RL, FR, so it pushes it all out nicely :).

if its simple front and bak *i doubt*, do RL, RR, FL, FR

depending on the age of the car - due to the recent recalls - you could send it to toyota for a check that it ain't faulty.

If you hold your foot hard on the brake pedal does it slowly sink to the floor?

Possibly that the brake fluid has absorbed moisture.
If you note on the lid it say's "use dot # from a sealed container"
Thats because if brake fluid is left open to the atmosphere it absorbs water into it and does not work properly.

By a new container of fluid and bleed it thru untill all the old fluid is out.
You can usually tell cause the fluid will change clolour as it comes out.
Start with the wheel that is furtherest from the master cylinder.

Worth a try. all it will cost is a bottle of fluid.

Definatly not !!

You drain the level down in the resovoir but dont drain it all or you will have real drama's getting all the air out again.

at Toyota i got tought the easy way..
but at polytech, they teach you to pump ALL the old fluid out..So u learn how to BLEED the brakes of AIR, not just replace fluid..
