your a/c resistor needs changing, any a/c guy should be able to sort this quickly for you, they corrode over the years.

Correct, And i'm sure he means his heater fan only goes on high, rather than the a/c itself,

Can you replace the coils with resistors? If so what sort of values would you use?

If you replace coils with resistors they should be real high wattage (say if AC fan is 100W item the ressisor should be atleast half of that), and Ohms you actualy can measure with multi meter, I susspect the ressistors are of quiet low resistance...
If you are skilled with electornics best way to do it: make a driver on FET or bipolar transistor which works as pulse width modulated driver (similar to the way the injector driver works), this circuit can be very compact will not make a lot heat if designed properly (unlike the resistor design) and will be power wise much more efficient, plus you could replace normal fan adjuster with variable resisor wich will give very fine control.
BTW to find out how much power draws fan, measure the current it takes on full power and multiply by voltage of the battery at that moment.

If you want, pull it out and send it to me and I can fix it for $25 as we stock the correct coils for them at work.

Jaycar have a couple of kits capable of between 120W-240W @12V (so 144W-288W @ 14.4V). Should be easy enough to remote mount either the circuit or the adjuster pot.
