Could bhe the air pressure trigger thingee majig that's broken and sense a fake pulse thingee to the pump and it's stopping way earlier than it should.
Try fill it slowly once the pump stops and see if you can go right up to the brim.

Try a new fuel filter.
IMO:
1) Run it dry
2) Put in a few litres to get it to the station (carry a small can in your car)
3) See how much it takes to fill (just out of interest)
4) Replace your fuel filter ($40)
